Hi Philipp.

The book says Topp became Nazi Party Member 2,621,078 in May 33 and by 1934 had joined the Allgemeine-SS. When his application as a naval officer was accepted in March 34 he had to drop active membership in both organizations due to his new status as a member of the armed forces.
