Hi BobbyMacG,
The number of cadets generally depended on the size of the ship. A large ship would frequently have two engine room cadets and two deck cadets and a normal size ship would frequently have one engine room cadet and one deck cadet.
The cadets were assigned to their ships by the Maritime Commission before the war and by the War Shipping Administration during the war.
