Well, I continued to do my own research, and it appears that the bunkers were armed with 90mm anti-aircraft guns, and from the photos here [www.antiaircraft.org] it seems to match the shell casing that I have. So... it's possible that the shell I have was fired from a bunker and not from a ship's deck. Would still be interested in hearing if anyone has any other information about any ship-board firing within Galveston Bay.
