This agrees with my first reaction. My thought was to surmise that women and children were being evacuated, or perhaps they were sheltering in the U-boat from attack. But (although there are scattered records of the actual person setting a scuttling charge not escaping the boat) I cannot imagine so many dying in a scuttling. If so many people died in a scuttling, it would have be a mass suicide of nearing Jim Jonesian lunacy.
