Supplementary Commander U-boats

I was wondering if you guys could help was this uncommon to have a supplementary commander on a U-boat? I see case in point Oblt. Karl-Heinz Steinmetz was used as one on U-714(Cdr Schwebcke) This Steinmetz had passed his U-cdr's course and torpedo course and at one time was acting commander on U993 for two months. This seemed so unpractical to me since they were throwing these young guys into boats as commanders. It seems like with Steinmetz they wanted to make sure he got extra training with giving commands through the boat with Schwebcke guiding him and evaluating him just weird at a time like 1944.
