Larry,
A Type IX would have trouble punching through the ice. The conning tower is very different from today's modern submarine. On a Type IX periscope housings stick up into the conning tower. The weapons and railings would also be a problem.

The u-boat could probably use its periscope to "see the ice" while under it depending on its depth.
