Yes, they were... because U-boats were the only feasible weapon for Germany to fight the Battle of the Atlantic - they hadn't enough resources and time to built a large surface fleet or many strategic bombers to blockade Britain.
In the words of Winston Churchill: "The Battle of the Atlantic was the dominating factor all through the war. Never for one moment could we forget that everything happening elsewhere, on land, at sea or in the air depended ultimately on its outcome."
