I thought that Donitz and Kapitan Godt were the only people who lived in the building although some staff would have to be there 24 hour a day and alternate shifts. The Axis powers took over half the hotels in Paris so there probably was plenty of places for U-boat staff to live. By May 43 the HQ had moved to Hotel Steinplatz in Berlin. That is interesting place also as it looks much like it did before the war unlike other Berlin hotels that were smashed in war. It is close to my apartment but I could not afford to stay there even one night.
