as a former Telecommunications Specialist in the German Bundes Marine I fully agree with you.
In the late 60th whe still used a (although different type) of Enigma machine because the system is almost foolproof.
I can not elaborate here on the forum but you are absolutely right with your assesment of the situation during WWII.
