Führungsbuch query

Hi
I was wondering if anyone can tell me whether the Führungsbuch - a sort of large format extra detailed Soldbuch - was kept by the individual sailor, at the headquarters, or what? I'd always assumed that it was the individuals main record, and stayed at headquarters, but I've seen a few u-boat groupings for sale, that belonged to individual sailors, that included their medals, urkunde, various other bits and pieces, and their Führungsbuch. At first I thought it might have been a "one off" but as I know of at least three groups that included the Führungsbuch I'm starting to wonder now.
