hi,
to operate a submarine (or any other warship) you need a functioning logistic chain including an industry (factories) producing the necessary spare parts.
On the German side, most of this was destroyed in Allied air attacks.
The Allied navies using German warships had to acquire spare parts or change the equipment.
An example of this is the Norwegian navy operating ex-Kriegsmarine e-boats, but using additional boats simply as spare parts depots
