Thank you all for your helpful replies. As far as I know, this individual was still alive in 2009/2010.

Also, he may have advanced in rank after he put his name in his helmet.

I have gone into the historisches marinearchiv (https://www.historisches-marinearchiv.de/index.php) and found several personnel named Ullmann. Most did not survive the war, or were not officers (or no rank given).

The name is clearly spelled "Ullmann" and not some other variant.
