<HTML>Probably a conscious dramatic decision. Keeping the charges at a more accurate distance most likely wouldn't have looked scary enough. Particularly given the problem that water looks "wrong" if it's too clear and, if it's murky enough to look "right," you wouldn't be able to see both the charge and the boat at the same time if the scale distances were accurate.
