Thankyou Don and Rainer, as always, your explanations are lucid and informative.

Let me throw another curve at ya: The fuel/water emulsions that I am thinking about would occur when the quantity of water in the fuel tanks exceeds the quantity of fuel oil. Couple this with a rough sea and it seems to me that you would get an emulsion. In otherwords there must be some point in time where there is so little fuel left in the tanks that it will more readily mix with the water if agitated as in a heavy sea or combat action.

Sorry for being a one track mind blockhead but this one still puzzles me somewhat.
