According to the glossary on ubootwaffe.net:

MaOGfr Matrosenobergefreiter Seaman 1st class

Others here should be able to give you an idea of what his duties on board would be.

According to the U-boat Archive Database (http://www.u-boot-archiv.de/mannschaften/ubootfahrer.php?id=3851), the reason he received the award was:

"Herbert Drewello erhielt das Deutsche Kreuz in Gold für den Dienst an Bord von U 129."

Interesting the date of the award is July 26, 1944, as this appears to be after U-129 returned from it's last patrol, July 19th , 1944. U-129 appears to have had a long and successful career with 11 patrols. The crew list is partial, but I see your relative and also see that several other crewmembers received the same award at the same time:

U-boat men and thier families inquiries are very rare, and so hopefully you'll get a lot of relpies with useful information.
