Victory Penants

I bought a U-boat model a few weeks back and built it. It is a Type Vll/B U-99. After attaching the rigging I put some decals on. (A flag....etc.) Then came 2 triangular white pennants with numbers inscribed on them. One with the number
' -5122' and the other, ' -7247'. I then began to wonder, are these victory penants? White, indicating a steamer or merchant? And are the numbers gross registered tons? Or am I just wrong. Would be very grateful for any info.
