The best way to do this job is first make an exact size drawing of each piece then cut it and bend it to the exact shap BEFORE soldering it together ! The trick with doing this job is to pickle the brass rod with lacquer thinner first , if you just cut and solder the partswithout doing this the end results will be very weak and poor . So measure , cut , pre-bend all parts , clean and degrease all parts then instead of using a lead /tin based solder use a silver solder . Silver solder is a bit more money but very strong . Once you start soldering some parts together you will find that the heat will de-solder them . To solve the de-soldering from the heat of your soldering iron you can use a speacial heat sink putty or just use some cheap alligator clips , which ever you use just put the heat sinks on each side of the part you are trying to solder together and they will soak up the heat and not the rest of the railing . For this type of work I use a 30 watt iron with a sharp point on it . Do not used a burnz o matic torch or something like that as this is overkill !! and do not use a very small wattage iron either as it will not heat the solder correctly also making a very poor solder joint .
