I don't know if this is definitive, set-in stone, but it seems the dark antifouling charcola (Schiffs III). Probably bare metal painted with "red lead" and then covered in the dark charcoal.
If you're building the Revel 1:72, tho it's good to have some kind of p-hull top, it's pretty dark and almost invisible in there...
Some research I did led to US Coast Guard guidelines for WWII, they were just red lead alone on "interior/ext" spaces, tho some manuals said add a topcoat of nearest hull colour.
