Hello, Robert,
If, as has been mentioned, the photo was taken before final assembly/welding, it is possible that the "bulkhead" is nothing more than a temporary welding shield, to prevent sparks from interfering with other work going on in the compartment. It may even have been just an asbestos blanket, hung temporarily.
