To convert turns to knots, you have to know what you're tracking. Roughly, you take the pitch of the target's screws in feet (the distance the vessel should move with each turn) times the number of turns per minute times 60, divided by 6,076. That will give you a rough speed in knots. (The only vessels that actually travel the pitch of the screw with each turn are submarines operating at considerable depth.)
The key bit of information here is the pitch, which means you have to know what the target is, and how she's equipped.
