200 meter line patrols

Greetings, I wonder,Herbert Werner, in Iron Coffins talks about a late war patrol off of Great Britain with orders to follow along the 200 meter perimiter mark. He talks like it was a disaster and the allies were waiting. why?? Instructions were sealed. Anyone hear speculation of spies in Donitz headquaters. Regards, Rod K
