JTM is correct. The "lug" or "guide stud" in USN terms is always on the top. For air-steam torpedoes, the depth control pendulum would not work if torpedo upside down. For electric torpedoes the batteries might break loose from their holdowns, or at least would spill electrolyte out the battery cell cap vent holes if upside down. In all cases torpedoes are designed and built to have the most weight on the bottom to keep them upright during their run.
