The western allies seem to have done a better job of adjusting technology to their battle plan. The Germans seemed to me more subdivided so each branch had to struggle by itself and thus great duplication of effort. The allied Radar effort produced airborne metric radars by 1941 and decimeter radars by 1943 and cm radars by 1944.

German navy prewar was aware of metric radar so had little problem developing a metric radar detector. However when the allies realised the sudden loss of detection was due to german detectors, the switched to decimeter radars in 1943. The German navy didn't figure this out and spent 1943 scrambling to adjust their Metox detector to try to figure out why it could no longer detect the airborne radars. It was not until late 1943 when the spoke to the Luftwaffe that they realised the germans had a captured decimeter radar , after which they promptly developed Naxos to detect it. But in the mean time a year had been lost and the allies were already putting the finishing touches on their cm radars, which would require a new detector tunis in spring 1944 which could detect both S band and X band radars [decimeter and cm radars].

This loss resulted in a major reversal in the Uboat war with kill ratios going from 18:1 for the Uboats in late 1942 down to 4:1 and then 0.5:1 against the Uboats by 1944.With Donitz withdrawl of the Uboat fleet , they lost their morale edge and they never really recovered and the allied got the time they needed to build up their forces/supplies to mount D-Day.
