I haven't read the book (only seen the movie, which as far as I know is more fictional), but I don't get that... The 1939-1942 "torpedo crisis" is well known, but that was not sabotage as such (if you don't count neglect as "sabotage"). Could the book be reffering to this (I think the crews would consider numerous faulty torpedoes being sabotage...).

Torpedoes were ranged (ie test fired to determine it's characteristics, including buoyoncy - critical for exerciseshots). I don't think all torpedoes were ranged thoroughly though, but they should have been test-fired at least once, so a don't think a sabotaged torpedo finding it's way to a U-boot was very likely? Mechanical/electrical issues could of course occur due to incidents during transport, handling, maintenance etc.
