Hi,

first question - I think it could be possible - if you look on the route of
second and third war patrol of U 178, you will see, total length of its route
was sufficient to reach Japan (from France).

second question - it seems, that last surface supply vessel - Python - was
sunk (by HMS Dorsetshire) on 1st December 1941.
In the BdU KTB, on this date there is an entry:

"In view of the sinking of "Python" every possibility of refuelling in the Atlantic
has been eliminated now. It will hardly be possible to resume refuelling
on the surface - the time for such undertakings is past."

As far as I know, after this event, refueling was done by milk cows only.
