Hi Beau,
I am looking at the Anatomy of the Ship "Type XXI" and the space in the conning tower is a working space that includes a conning steering station and periscope. There are two pictures in the book in that space in the conning tower. I don't think it could be used as an air lock. The hatch to the control room is to maintain water tight integrity.
