Russian Leningrad Class Destroyer Leaders?

Can anyone help with the discrepancy? Was Jane's 1942-43 mistaken? Was the Leningrad Class deemed a failure, resulting in cancellation of part of the Class?

U.Boat.net lists six Russian Destroyer Leaders (besides Tashkent, which was 'one of a kind'):
Leningrad
Minsk
Moskva
Kharkov
Tbilisi
Baku

The 1942-43 Jane's fighting ships list 15 Leningrad Class:

Built at Leningrad:
Leningrad (1935)
Minsk (1936)
Arkhangelsk (no date)
Kronstadt (no date)
Murmansk (no date)
Petrozavodsk (no date)

Built at Black Sea yards:
Moskva (1937)
Kharkov (1937)
Kiev (1938)
Ochakov (no date)
Sivash (no date)
Perekop (no date)
Stalinsk (no date)
Tbilisi (no date)

Built at Vladivostock:
Volochevka (no date)
