Your reply clears up my confusion.
According to Jane's, these were big, powerful vessels based on contemporary French 'Contre-Torpellier' designs, and Jane's states that they were "reported to be poor sea boats, very wet forward", leading me to believe the Russians may have deemed the class to be a failure.
It seems 'Barbarossa' was the main reason why only 6 of 15 of these big brutes were completed.
