HMT or HMS THIRLMERE

I am making an enquiry in relation to service of HMT THIRLMERE. My grandfather served on her in 1943 and 1944 up in HMS BALDUR. I have hit a snag with the MoD in trying to have his service recognised for the Arctic Star, he has already been awarded the Arctic Emblem as well as the 50th Anniversary medal to commemorate the Great Patriotic War by the Russians. I am dumbfounded as to why his service is recognised for the emblem but not the star as both have the same criteria. I realise that nearly all who served on the convoys at this time have passed but any help would be greatly appreciated as I am in Australia and have limited access to research avenues.
