A few comments:
Canaris was NOT the head of the Etappendienst at the beginning of the war. Nor was he even a KK at the time. Canaris was an Oblt.z.S. or Kplt. surving on SMS Dresden on colonial service at the beginning of the war. (There's a picture of him at the memorial service for the seven crewmembers killed in action with HMS Glasgow before Dresden was scuttled in "The Kaiser's Pirates".)
Canaris later returned to Europe and became an U-boat commander in the Mediterranean. By the end of the war he was certainly a Kplt. but not a KK.
After U 21 made it all the way to Cattaro without taking on usable fuel, the German navy decide to do without attempts at refueling on subsequent trips. Note that U-33, U-34, U-35, U-38 and U-39 had a greater range (8790 miles at 8 knots) than U 21 (7600 miles at 8 knots). The same was true for all the other boats that later sailed to the Med - they had the range to do so without refueling.
