While a very few U-boats did operate off the U.S. east coast in WWI, none were lost there.
There are a few WWII wrecks off the North Carolina coast (I live in Charlotte -- I do know where Cape Fear is). The closest to Cape Fear is the U 352 which is off Cape Lookout. There's a map at [www.uboat.net] showing all the WWII U-boat losses in the area. (There is a missing WWII U-boat that was assigned to operate off the U.S. east coast.)
