No he was not a defector.
Ehrenrangliste der Kaiserlicher deutschen Marine will give you some details of his career.
Names then, as now were not always an indication of one's nationality.
In the great war there was a German general with a Scottish sounding name von Mackensen and, a Russian General with a German sounding name von Rennenkamp. (details of both are on the net)
There was a 2nd WW U-boat commander who was born in London, England and he was not a defector either.
