I think what interests me so much about this is that it is fanciful to think of a Uboat's commanders making private arrangements to use government buildings to hide in plain sight of the whole town of Kavalla, but in Greece in 1916-17 many things happened that were odd to outside observers. The experiences of some British submariners in the Dardanelles and Baltic in the first years of the war are outrageous, yet well documented. However, it is a fact that the Royal Navy believed the story enough to shell Kavalla and, whether they were right or wrong about the Uboats, there is a story in that.
