No, not a Maschinenmaat. Draht rather was listed as a "U-Maschinistd.S.I." Maschinist was Deckoffizier rank, that is to say a warrant officer. "d.S.I." -- the "S" is "Seewehr", the naval equivalent of the Landwehr. The "d" is "der" (my German grammar is not the best), "of the". Not sure about the "I", but probably meant as the Roman numerial I.
