Andrej,

"Wachtoffizier" would translate as “watch officer.” The term is generally used for any line officer other than the CO assigned to a U-boat, destroyer etc. Spieß was U 9's second in command when U 9 sank the three British cruisers.

A “petty officer” is something much different -- a NCO, like a sergeant in the army.
