<HTML>This operation was discussed in one issue of the Readers' Digest many years ago (The secret Japanese ballons). They stated the balloons were rubber-made (balloons expand with altitude while rice paper doesn't) and had a barometric device releasing ballast to mantain the proper (stratospheric) altitude inside the aerial streem that runs East-West above the Pacific Ocean. Ten pieces of ballast were installed and the bombs released after the last one had been used.
