Neutral ships

A couple of questions.
What was the Goteborg route and how did this work? Luth, in May 1943, sank a Swedish ship off Cape Correntes, Mozambique knowing that she was a neutral.(Not on the list) After this sinking he requested permission from the BdU to sink other neutrals in the area. Permission was not granted. Why would he do this?
Forty U-boats were sunk during May 1943. Why the sudden increase? ASV 3 radar had been operational since December (I think?) Increased use of Liberators?
Leigh light was already operational - 1942
