Yes and no. A merchant ship is part of country of flag, but not the property of this country She is property of a compagny (not necessary of the same country:p/e Panama or honduras flags).
So, for diplomatic laws, the different is greater.
For exemple, customs don't go on board war ships. They work with documents given by naval attaché.
