I have a passing interest in WWI naval ops, but more comprehensive interest in WWII naval ops of all navies.
The 1920 document you refer to must be fascinating. It is a source typical of those that Morison and Lowell Thomas reference in their histories. There were a bunch of naval papers authored, both officially and unofficially, as a 'lessons learned' type of thing in the 1920s. The 1920s were a golden era of reformulation of naval theory: Billy Mitchell was just around the corner preaching air power while the world's ranking admirals wanted to talk Jutland. Some looked ahead at the next war, some wanted to refight the last war again, and some (most) didn't want to hear no stinkin' war talk at all...
So far I've found plenty of derived books to read, along with first hand exploits. Maybe one day I can get to the source documents you touch. OBTW, pls advise if you find message #7701, the missing WWII 'winds' message. It, uh, musta stuck to the back of something or have been mis-filed in the WWI stuff...Yeah, that's it...
