<HTML>It was not the Thresher that suffered from the cost-cutting maintenance, it was the Scorpion. The Thresher was just coming out of maintenance and was doing sea trials at the time of her loss. That is why so many civilians were aboard. After the loss of the Thresher, the Navy instituted the "Sub Safe" program that made a number of safety modifications to the boats. Due to fiscal considerations, the Navy deferred maintenance one several boats, including the Scorpion. Among the maintenance deferred were the "Sub Safe" modifications. By the time of the Scorpion's last cruise, the crew had dubbed it the "Scrap-Iron. It was so bad that one crewman refused to board. By the return trip, the Scorpion was limited to shallow dives.
The story with the torpedoes is much the same. There was a known problem with certain torpedo batteries, but the Navy was slow to replace them due to fiscal reasons and the desire to keep all boats at sea with a full war load.
In short, what killed the Scorpion was short-sighted Navy beaurocrates.</HTML>
