Erm, actually this was a bit of jingoistic rhetoric which the Indians are known for! The latest news from the region - in terms of capability - is well known but I'll fill you in on it.The Indian Navy will fit nuke tipped missiles to their modified Kilos - but that capability is not with them at the moment. The missile itself is liable to be either a Soviet SS-N-26/27 or will more than likely be the indigenous Indian 'Sagarika' cruise type missile.Note however, that they have apparently fitted the 220km range Russian 3M54E/SS-N-27 SSM to at least 2 Kilo class SSKs, and several others are to have this fitted during refit periods.

Their SSN programme will not lay a keel until 2005 and will be based on their own Advanced Technical Vehicle (ATV) - but it will be based on the Soviet Charlie 1 sub.

Pakistan, on the other hand, is not allowing India the upper hand! Despite the INS having a bigger fleet, Pakistan had recently negotiated with Beijing for the purchase of 4 Type 053 H2G frigates, or Jiangwei class FFGs possibly including 1 or more Jiangwei II types. These were later cancelled.

Would there be an Indo-Pakistan war at sea remains to be seen. Pakistan will find itself possibly out classed at sea and almost certainly in a poor position in terms of confrontation and would more thyan likely be looking at a blockade type campaign in the littoral, rather than deeper sea, areas.

My own belief is that as Pakistan has Chinese backing and India is in the pocket of Russia, any confrontation would be eagerly supplied - albeit by various low profile routes - in order that equipment and so on could be battle tested. There would be valuable lessons to be learned.

Unfortunately, I also believe that a nuclear stand off will happen if the two countries go to war - neccessitating even more 'police' action by the coalition whose resources are already heavily stretched. Australia's defence forces - already more or less a 'tropical' arm of the US - will find itself involved heavily here as will New Zealand, although its own defence forces are in serious trouble due to 'tree hugging' politicians not having political foresight. In short, there would be a need for a Standing Naval Force in the area.

So, to answer your question. No, India does not have the capability.
