It is my understanding that unlike other ships, warships remain the property of their governments regardless of where they are sunk forever. Some governments enforce the laws, some don\'t. Ours does. The NASA capsule is probably not classified as a warship. Beyond that, salvage laws get real complicated and confusing. Consider all of the claims on the gold retrieved from Spanish ships in the Caribbean. What a mess. It takes years in the courts to figure out who owns what.
