elektro boats in 1940???

this question has been bugging me for years i will put my question
to my other colleagues and get some feedback on this topic
if the electro boats would have been in service around the beginning
of the battle of dunkirk would it have changed the out come of the battle
of the atlantic? i would like to hear from you all on this subject.
