You're right! The USS CUSK (SS-348) launhed an Americanized
V-1, called "Loon" on 3/7/47, while on the surface off Point Mugu, California.

The info about the Soviet's launch in 1955, was found at:

I can't find any "proof" of this statement at the bottom of the first paragraph.

The R-11FM missile became the first Soviet missile launched from
a submarine on the surface on 9/16/1955. (But not necessarily by the first country in the world.)

The first submergred ballistic missile launch was achieved by the
Soviets om 9/10/1960. Sourcee:

The ffirst U.S. "POLARIS A-1 missile was launched from the USS
WASHINGTON (SSBN-598) on 7/20/1960 as it lay submerged just off the coast of Cape Canaveral. Source:
