Surcouf definitely received some sort of repairs and supplies at Halifax Naval Dockyard.
As an ex RCNVR person, I recall hearing stories of the Surcouf. Of course, all must realize that rumors run rife in naval circles, and more often than not, without sound basis in fact.
One that I heard from more than one source, was that even though she flew FREE French colors, those in charge were rumored to have VICHY leanings. The "story" was that when she sailed out of Allied ports she was a strict "loner." The rumor had it that she would attack Allied stragglers, sinking them with shell fire from her twin cannon, while standing off sufficiently from her targets to avoid recognition.
The story continued to the effect, that eventually, when her Axis tendency and covert actions were revealed, that she was bombarded at sea by Allied aircraft and sunk.
Robert M's information seems to have the ring of true authenticity, but stories based on rumor tend to be more romantic! There were many rumor mongers in the wartime Canadian Navy in which I served.
