Guten Abend, Meine Damen und Herren ! (I've learnt a lot from VEK lately about acceptable greetings on this forum...)
More seriously, the explanation I have in mind is that "Wintergarten" was the only place where it was possible to have a cigarette, and only during day period.At night, it was strictly forbidden, some CO allowing pipe, but not on a regular basis.This was in comparison with some houses where smoke-free policy was mandatory, in summer you may smoke in the garden, and in winter in "Wintergarten"
