When I visited U-995 (Type VII) a few years ago there wasn't a tour exactly, at least not like the guided tour of U-505 (Type IX). The guides on the U-505 tour can't answer most questions anyway and there is always a crowd of people on each tour so you don't see as much as you could if there were fewer people inside that cramped area.

For U-995 in Laboe you paid a small entrance fee and went into the boat and spent as much time in there as you liked. There was no guide but you could take your time and photograph whatever you wanted to. It wasn't crowded like the U-505 tour either (there weren't more than 3 or 4 other people in there the whole time I was inside) so it was absolutely great for looking around. Of course things could have changed since then but I doubt it.

I haven't visited the Type XXI in Bremerhaven.
