U-Boot Im Focus Article Question

Friends,

In the article in 'U-Boot Im Focus' about the Atlantic/Python sinkings; resupplies; etc it mentions on pg. 35 that Rogge from the ATLANTIC took command of the flotilla (after a "brief dispute") in spite of the fact that Eckermann was senior captain. If this was the case why was command given to Rogge instead of Eckermann?
