Bernhard Rogge was promoted to Kapitän zur See on 01.03.39.
Hans Eckelmann was promoted to Fregattenkapitän on 01.03.44.

Therefore the latter officer was only a Korvettenkapitän at the time of the incident you refer to. He was also junior by the fact that he was Crew 25 as against Crew 15 for Bernhard Rogge.
