Mike, the boats were purposely numbered out of sequence so as not to give an impression of how many boats there were in the fleet by making an inference to the higher numbers. I also speculate that it also helping to camouflage which boat was newer, hence better equipped and so on. Although at the end, the electro boats all received numbers in the 4 didgits.
